OIB and week one
The OIB is the number without which almost nothing in Croatia can be done. The bank will ask, the lease will ask, the mobile operator, the insurer and the doctor will ask. That is why it is first on the list — not because it is difficult. It is the easy one.
What an OIB is
Osobni identifikacijski broj — a personal identification number, eleven digits, issued once and permanently. It is a tax-style identifier: it grants no right to be in the country, is not an identity document and does not replace a residence permit. It simply identifies you inside Croatian systems.
Importantly, you can get an OIB without holding residence. In fact you often have to — because filing for residence needs a lease, and signing a lease needs an OIB.
Where to get it
At Porezna uprava, the tax administration, at the office covering where you are staying. The procedure is free. You will normally need your passport and a completed application; in some cases you will be asked on what basis you are requesting the number.
The number is usually issued the same day. This is one of the fastest and most pleasant encounters with Croatian bureaucracy — it gets more interesting later.

Get your OIB
Go to Porezna uprava with your passport in your first working days. Everything else depends on this number, so the earlier the less idle time.

Find housing and sign a lease
Even a temporary one. Filing for residence requires documentation for an address, not "I am staying with a friend". Renting is covered in its own section.

Register your address
Address registration is done at MUP. There are time limits after entry, and delaying is unwise — this is the kind of formality that turns into a real problem.

Get a local SIM
You need one for verification codes, doctor appointments, deliveries and everything else. A prepaid SIM can be bought immediately; a contract usually needs an OIB and an address.

Open a bank account
With your OIB, passport and proof of address. What is required and which bank to pick is in the banking section.

FAQ
Do I need residence to get an OIB?
No. An OIB is issued before residence too — otherwise the lease requirement would be circular.
Does the OIB change if my status changes?
No. It is issued once and stays with you, even if you leave and come back.
Can I get an OIB remotely or by proxy?
In some cases yes, through a representative with a properly executed power of attorney. Confirm the procedure with Porezna uprava, as it depends on circumstances.
What if I forget my OIB?
It appears on all your contracts and documents. You can also confirm it at the tax office with your passport.
